It has been going on between the NFL, CBS, and FOX since 2014; the arrangement is termed "cross-flex".Because Cowboys and Lions are on CBS for some reason. FOX has double header, CBS has the single game at 3:00 which of course is Houston. In the past that Cowboy game would be shown on FOX, why it is not this time? I don't know
It allows some NFC team matchups to be aired on CBS, and AFC team matchups to be shown on FOX.
I don't know if the particular games are selected before the season starts, or it is done on a week-by-week basis. I would guess it is the latter...along the lines of flexing a game from an early Sunday kickoff to Sunday night for a larger audience to view.
