How long do teams have to designate player to Europe? I noticed in ESPN's transactions for 2/21 that the Packers designated some of their's to NFLE.. Didn't training camps already start or perhaps they designated them before and its just now being picked up?

Kansas City Chiefs Signed tackle Thomas Barnett and cornerback Michael Bragg to two-year contracts and wide receiver Darrell Hill to a one-year contract.
Green Bay Packers Allocated wide receivers Vince Butler and Chad Lucas, safety Atari Bigby, cornerback Therrian Fontenot, tight end Tory Humphrey, defensive tackle Jerome Nichols, guard Pete Traynor and quarterback Brian Wrobel to NFL Europe.
