My problem with the rule is that it doesn't protect anyone. Owens high ankle sprain, was that a horse collar? No. Tackling from behind is hard and awkward. I keep awaiting some sort of fine announcement - or maybe even some sort of diatribe about how dirty he is (after all, he's already been suspended for 4 games for violating the substance abuse policy on anabolic steroids) but nothing is forthcoming.

The horsecollar rule only applies when on running playerss, outside of the "pocket". Like if they handed off to Jacobs, and Roy came from the backside, grabbed his collar and yanked him down, that is not a foul.
Because somehow, it's been rationalized that horsecollaring someone is only dangerous if done away from the LOS.
