No 10 second runoff at the end of the first half

Correct me if I'm wrong...but with 1 minute left in each half...when the offensive team commits a penalty and they have no timeouts left there's supposed to be a 10 second run off of the clock. So when the Jets had an illegal shift penalty with 3 seconds left in the first half. ..the clock should have run to zero...The fact that they missed the field goal anyhow almost makes this a mood point...but if this is the case...why didn't JG ask the refs about it...i know i was screaming at the TV.

It only runs if there's a penalty while the clock is running, the intent being that the offense can't manufacture a timeout by committing a penalty.
