The practice squad limit is 10 8* players. There is also an International Player exception that can be granted for foreign-born players to carry a total of 11 players. Should the Cowboys decide to sign Efe Obada to the practice squad, I'll throw up a thread explaining it. It's one of the more interesting things in the CBA.

It was 10 last year. It had always been 8 before last year.

Sturm said that teams have applied for the international exemption but have all been turned down; although that might have been for foreign players that played college here.
