yeah I do. The Coboys had to play by the rules while the 49ers were given a cap free year in 1994. I remember it clearly. Going into the draft, the 49ers were a mere few thousand dollars under the cap. There were articles in the Chronicle about the team being even unable to afford a draft class in the upcomming draft. The 49ers cut just two players and then signed not only their draft class, but an all star team of around 10 pro bowlers. Of course, they were found to have cheated the cap big time, but this was after they had already collected an ill gotten Super Bowl (which still wouldn't have been enough had Jimmy stayed IMO).
During the time of the 49ers blatantly ignoring the cap, the majority of the other owners in the league called on Tagliabue to investigate the 49ers for cap violations. He refused despite what was so obvious (and later confirmed as fact).
Fast forward a year. After the Cowboys had already lost something 11 players to free agency, thus freeing up loads of cap space. They had the nerve to sign Deion Sanders, and without any calls from the other owners, Tagliabue on his own decided to investigate the Cowboys for cap violations. Of course, Dallas wasn't guilty of any violations. We weren't having Sega pay Deion under the table to play for us like the 49ers were.
1994 was the most fixed year I have ever seen in the NFL. It was clearly obvious that Tagliabue allowed SF to ignore cap lwas, and stack their deck to derail the Cowboys juggernaut. Tagliabue hated the Cowboys with a passion. Just watch the grimmace on his face while handing Jerry a Lombardi after they beat the Steelers. He literally gritted his teeth.
