I thought he had it on third down. By the way the ref ran in on the TV yellow line to only spot the ball behind the line. The 4th down play should never have taken place.

I don't know how Norm can even go there. Two inches is all he needed and he went down right over the spot he needed. Its a judgment call by the refs and in their judgment it was a first. I think any crew in the nfl would have made the same call under the same exact circumstances.
