Don't be too mad about that trade, it might happen. The Browns may be looking to trade back into the bottom of the first round to take Colt McCoy. If so, we could trade back to the top of the 2nd rd, and take Nate Allen, and have an extra first round pick next year.

No, the trade the OP is discussing is:

Cleveland gets: 27th overall pick (1st rd)

Dallas gets: 38th overall pick (2nd rd)
AND
Cleveland's 2012 1st rd pick

That would have us trading OUT of the first round. Meaning it would be two years in a row without a first round pick.

Not personally no. I like several of the players in this years draft that we can easily move up for.

It's 2 straight years because we would be trading out of the 1st round this year, not next year, in the OP's trade idea.

Yeah, no one wants to be like the Patriots. Stockpiling picks in each draft. If no one is there that they really like or are comfortable picking in the first round, then YES, you trade down. I'd rather trade down and out of the 1st round than reach for a player.
