He was probably having trouble with his bike and raised his hand up to let the others know. It's like putting your hazard lights on when you are having a problem with your car so you are able to get off the road safely.

The other racers were just too eager to win that they didn't even care to look at their surroundings. Maybe that's why they aren't driving on the public roads...
