It's in his genes. Women are beautiful, as men we desire them. Even when we get get older young women are very desirable. Unless he was going for under-aged girls, I'm not going to put him down for being a man.

Meh, their professional relationship remains the same as it would be if he was in his 40s. Some jobs come with expectations, others do not. You can probably still do pretty well for yourself as a manager at Hooters while hooking up with a waitress, but once you enter into the realm where people talk about, "professionalism", inappropriate relations become a lot more subject to scrutiny.
