It wasn't cheating, but he got treated as if it were cheating. There was no salary cap that year. The owners decided on a gentlemen's agreement to put a salary cap in place. (Illegally, mind you. What they did was illegal.). The Cowboys and Commanders said screw that and ignored the illegal cap.... then the NFL came down hard on them for it.

Jerry knew he was trying to put one over on Goodell and the commish bit back. Sure Jerry could have fought it and sued the league...........but he would just be suing himself. It was stupid and he lost a lot of respect around the league for doing it.
