Penalty question

I thought that if a player took the ball and spun it on the ground after the play that it was a delay of game penalty. Did this change?

I'm not sure if that's a penalty or not. I remember TO being flagged for it last year and the announcers questioned the call because it wasn't actually a spike...but I don't remember seeing anyone else flagged for it.

Santana Moss does it after every catch.

Players don't get the flag for it for whatever reason. Its a rule and I'm sure it gets called at times but 95% of the time it is overlooked.
