Criminal conviction (police etc.) - need to be beyond reasonable doubt.(i.e. close to 100% certain).

Civil matter (NFL process/civil courts) - needs to be more than likely.(i.e. over 50% chance)

There is no conflict between the NFL punishment and the lack of criminal charges.

It is very possible for something to be more than likely but not beyond reasonable doubt.
