Please Explain the Personnel Strategy in 1 WR set

I have often seen the Cowboys line up with 1 WR, multiple tight-ends, with/without the fullback, along with the halfback on a 3rd and 1 play. This happened yesterday too versus Green Bay. However, many times, I've seen Harris as the WR on the play. Can anyone explain the strategy regarding this? I would think having Bryant out there would be beneficial. He'd be a threat, potentially take away another safety from the box, and is a good blocker.
 
They almost always pull Harris in tight, behind the TE sets on that formation. They're selling out everything for the run. They do it sometimes on first down. It's never seemed to work well consistently because all 11 men are sitting in the box on defense.

Dez has been in that personnel before. In fact, I used to hate that personnel because they used to always *throw* the ball from that formation.

I'll say this, you sometimes have to give certain personnel a breather. If you use that personnel, 5 times a game it's not going to matter that much.

Didn't they throw out of this formation in the Sunday Night game at New York?
 
They passed from that formation yesterday on one occasion. Then again parts of yesterday are kind of foggy so I could me mistaken.

No they did…I noticed Harris in at WR and expected a run plan. It was a play action pass.
