Practice squad question

If a player is assigned to the practice squad can another team sign that player without any reservation?...or does the team have the option of assigning the player in question to the regular 53 man roster so as to avoid having the other team steal him away..?

he can sign freely, most would prefer to stay with their present team so they often go back to the club, tell them they have an offer and go from there. Sometimes the team actually gives them more $$$ to stay on the PS. I believe if a guy comes up from the PS, he gets 4 gamechecks guaranteed

I believe the rule is that Team A can sign a practice squad player from Team B, but that player must remain on Team A's 53-Man Roster for 4 weeks.
