Devon Still DT - could play the 1 tech. From Penn. Cut by Cinni

Kelcy Quarles DT - played 1 and 3. Has nose dived since his incident. Cut by Giants.

Ed Reynolds S - Played at Stanford. Solid with some ball skills. Cut by Jets

Josh Mauro DT/DE - Stanford - long armed guy with versatility. practice squad Cut by Pitt.

Howard Jones LB / DE - small guy cut by Pitt. Practice squad guy. Speed
 
I believe they all pass through waivers and then we can put them on the PS.
 
Loved Groy. Good backup type guy for our OL especially. Very surprised about Still, Quarles and Reynolds. Thought all were solid mid round picks

Once a player clears waivers he becomes an unrestricted free agent eligible to sign with any team he chooses.

I thought a player had to be released by a team to be put on their practice squad. In other words, I believe that they would have to put him on the 53 man roster, then could try to put him on the practice squad. I could be wrong about that though.

No, once a player is released and clears waivers, he is free to sign with any team's practice squad. Teams are allowed to offer more than the minimum PS salary to entice players.

The rule you are probably referring to, is once a player is signed to a practice squad, another team can't sign that player unless it is to their 53 man roster (i.e. no practice squad to practice squad moves unless the original team cuts the player from their PS).
