If a team cuts someone in the first cutdowns from 90, can you bring them to camp and try to put them on PS?

There is only one cut down now. from 90 to 53. Once they clear waivers, then you can sign them. To your 53 or to the PS. Unless you claim them on waivers, then they must be added to your 53.

Though some teams will have a cut down one day, then the rest a few days later.
