Many of the penalties are actually penalties.

Trying to write this off as just bad luck and bad officiating is silly.

This team had a penalty problem last year. Through one preseason game, it hasn’t been fixed.

And plenty were questionable. Plus there has been penalties that weren't called on the other side as well. O saw a facemask, Hold, and a flag picked up on the other side .
