Among the most notable revisions: Hall of Fame voters over the next three election cycles will consider three Seniors Finalists for enshrinement each year, effective with the Class of 2023, Class of 2024 and Class of 2025.

With this change, the maximum class size each of those three years could be nine individuals...

With the revisions to the Bylaws, the Classes of 2023, 2024 and 2025 potentially could be comprised of nine individuals: up to five Modern-Era Players, up to three Seniors and up to one Coach or Contributor.

Howley and Walls challenges are:

  • having the senior committee filling their names into two of the three senior finalists' slots
  • each getting 80% minimum of the full selectors' vote for enshrinement
So, one or both might not get in even if both make it to the final cutdown. Both are dependent on 40 out of the 49 selectors voting yes for enshrinement. Not sure how they cannot muster 40 votes if they become finalists but the Board of Selectors are infamous in messing up sure things.

Everyone can’t get in. The fact the discussion continues for those we feel are deserving strengthens the recognition. There’s only 300+ inducted for a 100 years of professional football.

Good news is it’s never over with senior and contributor category. And it can even come posthumously.

This is an interesting one. The brand was built while he was owner. Wonder if Jerry is lobbying against behind the scenes.
I doubt it. It makes Jerry look good to have more Cowboys in the Hall, even if they preceded him.
Besides, he's already in. It would look ULTRA petty to lobby to keep Murchison out.

If you mean by knowing his place, hiring talented people, staying out of the way and letting them do their jobs, and not in love with the sound of his own voice? Then yeah that is how they became America's team.

I doubt Jones would lobby against Murchison but even more doubt he is motivated how others negatively perceive him. On the other hand, humans love discussing similarities or differences between people, places, things, etc. What would most interest me is what would Jones publicly say if people started constantly questioning him how Murchison's success compares with his ownership. It would not surprise me if Murchison's enshrinement would spark such questioning.
