Is there still a 2 yard halo rule to allow the PR a chance to catch the ball?

Yea the guy gave him no room. Newman has to set himself up better than that, at worst he can force the call, but by ruling the Lions guy was wrong and deserved to get a flag thrown for it.

There isn't a "halo" like in college, but they still aren't allowed to interfere with the punt returner.

NO in the NFL rule book it's called "No opponent may interfere with the fair catcher, the ball, or his path to the ball. Penalty: 15 yards from spot of foul and fair catch is awarded" if I'm not mistaken.
