Question about Cowboys throwback logo/mascot

I recently bought this Cowboys hat, featuring this old throwback logo/mascot.

Can anyone shed any light on the history of this little guy?

Curious to know if he has a name, how it came about, and for how long it was used.

I bought a new Ford F150 last year and a friend of mines brother does etching in glass. He can do anything if you can get the image on paper. So i had him etch the Cowboy Joe logo on the back window. Looks really cool.
