Question about running a forum/Board.

Me and a bunch of Capitals (NHL) fans were using the official boards for the Caps and the owner came on the site and threatened some of the season ticket holders for something that happened during the day. So this member decided to make her own Caps boards. We all migrated over there on the new site. So the other day, they randomly shut down. Apparently the people in charge were charging $200/mo to run the site for her.

So it got me thinking when we donate money to these forums do they pay the people that maintain it? or do they help keep the servers up to date?

Also I was wondering if there were any recommendations on other sites that charge less or any money at all?

Any help would be great.
