Question about salary cap rules

When are the deadlines to be below the cap and also above the minimum? More importantly what are the penalties for each scenario?

I never hear about teams like the bucs and 49ers who still haven't spent money even though they're supposedly required to this year.

I think the final cap determination (spending the cap minimum) is mid-season or so. I read the Packers just got themselves $20m under the cap -- not to sign big name Free Agents -- they want to invest the money in resigning many of the budding young stars during the season this year before they become free agents next season. The names mentioned were Jeremichael Finley, Josh Sitton, Jordy Nelson.

Clay Matthews and BJ Raji's both have two years left on their original rookie contracts and the Packers also expect to have to blow the bank on those two.

In other words, I don't believe the determination that a club spend enough money to satisfy the new salary cap rules is made until somewhere during the 2nd half of the season.
