Question about scrimmages and practices re:penalties

Are there referees at the scrimmages and practices calling penalties during 7-7 and full 11-11? Is this allowed?

If there aren't, and it is allowed, I think that the Cowboys would be well served to have some referees there calling penalties, so that players have an idea of what they can and cannot do, especially the rookies.

It obviously is very subjective and depends on which zebra crew is officiating the actual games, but I still think it'd be nice.

I seem to remember hearing about having referees dieing previous camps, but haven't heard anything about any being there this year.
