Question about the CBA...

Flipping thru the channels last night and stopped on ESPN, (don't know why but...),and it was reported that Ferguson signed a six year contract with the Jets.
Question is: I thought that due to the new CBA that you could sign 1st rd picks to a max of five years and all other rds to no more than four. Which is correct?
Second question: What is the current salary cap of the Cowboys?

Rookie money is 3,786 million and the NFL cap is projected at 102 million.
