I get the jist that he only can be in a 3-4. I don't expect him to drop to 27 but would he be bad in a 4-3 or is this another mobile pass rushers can be in a 3-4 bias?

Guys that can play both tend to get drafted earlier than the shorter guys that are limited to being 4-3 DTs.
