Why wasn't it Offensive PI on Donnell for his "clear out/block"?

I would have to look at the replay again. But as long as it looks incidental contact the refs will not call it. If he "blocks" the defender then it's OPI.

He knocked over the defender so yes it was a penalty but are you surprised we didn't get the call? When do we ever get calls like that
