Quick Question About Cowboys Video

I have VHS tapes of most of the Cowboys games from about 1990-2000. I want to get them, as I can afford it, converted to DVD. With some of the older tapes it "bounces" in some spots (tracking issues). Does anyone know if they can eliminate that when they transfer them to DVD?

My dad is doing the same with old home videos. All I know is that he bought a VHS to DVD burner and they look a little better in the areas that were spotty, but otherwise it was worth the money for him and us updating our old family home movies.
