The way to go is microchipping. They inbed a small ID chip into the dog (usually the scruff of the neck). Both of my dogs are microchipped.

Yeah, my dogs are chipped but a neighbor finding a dog won't be able to read it. If the dog had a tag, the neighbor would have just held onto it or contacted them since he/she/they were kind enough to at least put it in their backyard when they found it. That's before the Dog Killers even got involved.

Young searched for his dog, alerted local papers and TV stations, and finally found her on a Pinal County ********** website that helps owners track lost dogs.

Young was happy that Target was safe and assumed the pound was closed over the weekend. He showed up on Monday to find that Target had been put down.

The 16th link on the FAQ section
of the same website he was savvy enough to log-in to and search for his dog, doesn't leave a very good impression as to how concerned he was with getting the dog back ASAP.

Is the shelter open on Saturday?
Yes. The shelter is open on Saturdays between the hours of 10:00am - 2:00pm.

Doesn't excuse the shelter's mistake, but sure makes you wonder why he didn't simply pick-up the phone and inquire at the very least?
