The problem with rare earths is that areas with high concentrations of the heavy rare Earths are hard to find and this is what is most needed in modern electronics. The light rare earths aren't such a big deal. The two best deposits that I know of outside of China are in Australia and Canada.
On your second point, Canadian oil will be sold somewhere in the world given tight supplies. If the US puts up lots of roadblocks, it will be piped to the coast and shipped off to China. I think it makes more sense to ensure you have adequate supplies from us than elsewhere. The US for the forseeable future will be a net importer of oil. Natural gas is a completely different story.
