It appears that Manning wasn't looking at Ratliff, so Ratliff decided to leave, and Manning reacted to Ratliff just after Ratliff looked away.

But it's better to think that Ratliff did it on purpose.

I think Ratliff was sincere, but Manning was too slow to react. Now if only this little "mishap" would occur to Tom Brady when we shockingly beat them in the Super Bowl 42-38.
