It wasn't dumb, the Bears reneged on their deal and left them with no time on the clock.

ESPN has an article that says the Bears and Ravens were both awaiting for confirmation from the league to consummate the trade, didn't get it, and both ended up getting the player they wanted in the first place. Chicago saved their 3rd round or fourth round draft pick in the process.
