The scouting dept. didn't plan on drafting Claiborne. Then the Rams called Jerry directly and and Jerry decided to make the trade which the scouting dept. never expected to happen.

Then the following year was the Floyd fiasco that resulted in Ciscowski being demoted and McClay promoted.
