Safeties get paid roughly 60% of what corners do.

While that's somewhat true for the upper tiered CB's, Spotrac has the NFL average CB and S salary nearly identical at $2.3 mil/yr. He's 31, had a rough year last year and is no longer a solid CB. If he could have come off his $6.5 mil salary down to the $4-4.5 range and try the S position, he might still have a job and be payed more than the average CB or S.

He didntvtackle as a corner.

will be relatively cheap as a stopgap.

Will he for sure? There are multiple teams with tons of cap space, I suspect he'll get a bigger offer than Dallas can make.

And even if he is cheap, we need to secure Martin and others, they WON'T come cheap. Cowboys have limited money available, they need every penny they have for Martin, and in a year or two, Dak, Zeke, etc.

He won't be coming here...

Oh so now we have a guy who 1. will be 32 at the start of the season 2. Doesn't like to tackle 3. Was suspended for a game by his own team and 4. MIGHT be a good FS?

All because he's "experienced".

The negatives far outweigh the positives...

As I said, I wasn't necessarily endorsing him. Merely pointing out that he could have reduced his salary, still be paid above the average for both positions and probably remain with the Giants. Now he's unemployed and will be competing with many younger FA's and quite frankly, will be looking at a contract near the average for the reasons you mentioned.
