For people who are talented at that kind of thing, it's pretty easy to make custom McFarlanes that look very much like the one's that are officially licensed.
They sell templates, so all you need to do is get a template that would be similar to what Romo looks like and the pose you want, and then custom paint it to his uniform and features. Then you can put it in whatever position you want.
For example, there are NO McFarlanes of college players that are officially licensed, but if you search on ebay, you can typically find AMAZING looking figures of current college stars. These are all custom made.
