Do teams get to keep 53 players plus the 8 practice squad players? Or does that 53 include the 8 practice squad players?

That is correct. And the PS does not "protect" a player from another team either. I'm just wondering where you get this from? Players are assigned to the PS and are not protected. Meaning any team can at any time sign a player off anyones PS. Don't forget that to be claimed by another team, the player and agent need to be available - often guys who want to stay with their present club on the PS are told not to answer their phones during the waiver process. Alternatively, some can simply tell the other team "no thanks"

Dallas pays PS players about double the minimum -- and some guys might even get wink-wink deals -- One year Bill reported told a DT that if he went on the PS he'd eventually get activated on the 53-man. But when we needed a DT around week 13, Bill went with another player. The team gave him a 50k bonus later in the year to make up for the pay he would have gotten on the active roster.
A guy like Hurd could be in for a similar situation - plus, he's getting mentored by TO.
