Apart from the overtime changes approved by NFL owners Tuesday were seven other changes to the rules, including one measure to make permanent the rules involving sun-blocking curtains in the end zone glass walls of Cowboys Stadium.
The Cowboys do not have to hang curtains to block the sun during day games, but the rule says they must decide whether or not to do so 90 minutes before a game, and cannot make changes after that point. That standard is in line with the league's 90-minute policy for retractable roofs and the end zone doors at Cowboys Stadium, which also open and close.
Falcons coach Mike Smith last year had complained about the lack of a curtain during the first day game at the stadium, a 37-21 Cowboys win.
The rule also applies to Lucas Oil Stadium in Indianapolis, the only other stadium which currently features windows in the end zones.
"We had similar language put in at the start of the year," Rich McKay, co-chair of the league's competition committee, told NFL.com last week. "But we proposed language that would become permanent, would match up with the retractable roof policy, which would say 90 minutes before the game the home team can declare whether those windows will be open or closed.
"Whichever way they declare, they'll remain in that position unless you declared them open and it began to rain. Then you could close them. Or if hazardous weather came up, obviously you would close them."
