Thanking about the penalty on Harrison during the superbowl that resulted in a whopping half yard with the half the distance, I thought about a rule change to punish the offending team a bit more.
In situations where the result is offensive team losing "half the distance to the goal" the other team can either take the half the distance, or choose to leave the ball where it is and extend the first down markers half of the length of the penalty. So in Harrison's case, instead of it being at the 1/2 yard line, it would have still been at the 1, but they would have had to get to the 18.5 yard line for a first down.
