Agents have been hinting at this for years (the Cowboys negotiation tactics) and it came out some this year with the Randy Gregory debacle, but I truly think one of the main reasons why the Cowboys have prioritized the draft and shunned free agency, as well as have been quick to use the franchise tag, is because in both of this situations (the draft, and the tag) the dollar amounts are pre-determined and the Cowboys are not negotiating against other teams.
The reason they can put that language in the contracts (bonus withheld for fines, not suspenions) is because rookies have no other option. Randy Gregory did and chose elsewhere because of it.
I've done some work for an agent who has a few players on the Cowboys and he agrees with Gregory's agent that no other NFL team uses that specific language (again fines, not suspensions), and his feeling is that Stephen aggressively and arrogantly tries to get players to sign with Dallas for less than their (perceived) value. Stephen's go-to line is that there are no state taxes in Texas and that the opportunity to play for and be marketed by the Cowboys will benefit them financially in the long run.
