Respectfully, that's BS. They were constrained by the amount of money available to them in free agency. Meaning, they had $28 mill less to spend b/c they tagged Pickens.

They could be waiting until after the draft, or during the draft. For any possible trades. To see if cap room needs to be cleared.
And while the negotiate with Pickens to a multi year deal. If that gets worked out, they can wait until absolutely necessary.
