Are the Cowboys going to have PSL's for the new stadium? The reason I ask is I'm thinking of getting tickets and want to know how it works.

If I get season tickets this year, am I locked in next year to the same seat as long as I pay?

Yes. If you buy seats now for this season, next season you will have the option of buying them again. For instance if you buy upper corners, endzones, or upper endzone season tickets then you have to pay for them in full by may 1 of next year or you will lose those seats.

As far as the new stadium goes, I dont know yet. I havent receieved any info on the process of seat selection, availability or psl's. I would imagine current season ticket holders would get the pick of the litter to the new digs in a comparable seating area.
