Sure, there are three phases, but that doesn't make them all equally important. There are three ways to score: TDs, kicks, and safeties. Hey, they must be equally important, why don't they practice all three?Players take the field on offense, defense, and special teams. That's why some say it's a third of the game.
It's not about how much time or how many plays, a single unit gets on the field. Specials teams is still one of the three phases of the game. Offense, defense, and specials teams.
A team usually runs about 63 plays on offense, 63 plays on defense and 26 plays on special teams. And a lot of those special teams plays are low value: most kickoffs and many punts are touchbacks, the difference between teams on extra points is a couple points a season.. And it's not a "single unit." It's several different units, drawn mostly from players whose main jobs are on offense or defense. That right there tells you that the teams don't consider special teams as important as offense or defense.
