Garçon was fined the same amount. Church was fined twice as much. Not sure I understand the comparison to the Biggers fine. Makes no sense.

Why would Church pay for no flag being thrown? It seems these fines are arbitrary.

It's possible that Church has had some other fines this season. I think they use that to determine the amount as well. But 8k for that facemask seems ludicrously low. He grabbed and pulled Beasley's head as far around as he could. Should have been a bigger fine for something like that IMO.

That link shows the list of fines for different types of penalties. It says that the fines are the minimum that can be levied, so whomever issued the fine to Biggers didn't think his penalty was worth more than the minimum.
