In a sequence of four plays, the refs appeared to miss a touchdown by the Bears, the refs missed a holding penalty by the Commanders, a Bears TD was wiped out by a penalty on the Skins, and the refs missed a holding penalty in the end zone that would have been a safety for Chicago.
