Somebody explain delay of game on defense?

New rule this year. A player can not spike or throw the ball after a play unless it is a TD or out of bounds I believe. If the clock is running, it will be considered a delay of game for either side.

Last night Anthony Henry picked up a dead ball and he spiked it. That's a delay of game penalty on the team that does it. Started this year.

In addition to the new rule, the defense could always get called for delay of game for other reasons. Defenders used to lie on offensive players late in games or halves to keep them from getting into their hurry up offenses. They could get a delay of game penalty for that. I've seen that a few times called against Dallas over the years. Or if the defense kicked or moved the ball once it was spotted by the refs.
