If that's correct the nfl are idiots. A declined penalty should start the clock back up so that the offense isn't punished for a declined play.

Just went back and looked at the DPI in DAL. I agree that looks to be tangled feet also and not a foul.

wish the officials would've seen that also but the way the lions were moving the ball it might not have mattered.

Exactly. Does it matter which team commits the penalty? If it does not, why wouldn't a team jump offsides on the fourth down had the Cowboys not been penalized on third down in this scenario?
