In all seriousness, if I witnessed that same scenario at this time of year my first thought would be he's putting a pot plant or two in. Depending on the exposure that looks like a good spot to guerrilla grow a couple plants.

Ok so i spoke to the police again this morning, they agreed with me somewhat or at least pretended to do so. I showed them the picture, they said they would look into it. It's out of my hands now. Whatever is back there is their problem now.
