Stephen Jones called the Cowboys’ efforts to get Kyle Orton back “a work in progress.”

“Obviously, we’ll evaluate things as we go. It’s a work in progress,” Jones said.

How can the Cowboys talk about players buying in and yet welcome Orton’s return?

Laughs followed the line, but the situation remains serious business for the Cowboys, who remain impressed by Orton’s performance in nearly winning the division title for them last year in Week 17.

“We all understand the business,” tight end Jason Witten said. “We value him on our team. Look at last year -- there’s no greater example of what he meant to us as we’re going into Week 17, he has to start that game. Hopefully they can work through that, he can come to camp. He’s a big part of this team, because obviously if Tony goes down, Weeden’s done a great job, but Orton’s had a lot of success in this league.”

What can the Cowboys do?

Jones said they will let the situation play out.

“We can fine him each day. It’s something that’s mandatory,” he said.
