Always wondered this. Who pays for them? Is it the team or the league?

And who has final say on the design?

I always thought it was paid for and designed by the team. I think the league pays their bonus money.

I assumed it was paid for by the team but wasn't sure.

Here ya go

Cost of Super Bowl Rings

Cost of Super Bowl rings: League pays for up to 150 rings at $5,000 per ring (plus adjustments for increases in gold and diamonds). League also pays for 150 pieces of jewelry for the losing team, which may not cost more than one-half the price set for the Super Bowl ring.

The NFL pays for the rings up to a certain amount. Anything over the team pays. The team designs their own. That's the way it use to be anyway.
