Suspension Solution

I just read this article (below) and have a solution to mitigate some of these suspensions. I know the players are "big boys" and should abide with the NFL rules but it seems like although the player gets "punished" in the wallet, the players keep juicing, fighting, arming, beating, doping without regard to the rules. When this happens the fans and coaches feel the pain however the owner feels hardly any pain, in fact in some cases the owner is actually rewarded since the suspended player's salary goes back to the owner during suspension.
I think they should change the rules to have the suspended players salary (during suspension) split 3 ways and paid to the other 3 teams in their division. In fact the $$ should be given to each division player in the same position. For example if EE is suspended for 3 games, his 3 game salary is split up 3 ways and paid to the NYG, Commander, Eagle starting RB's.
Can you imagine the pain it would be for Jerry (and other owners) to cut those check's to the opposition for his own team's behavioral problems? I guarantee, all players would go on notice way before the 2nd strike in a much more harsh way than it's done today.
Am I missing something?

"Elliott, who is currently the subject of an NFL investigation into domestic violence allegations and was also linked earlier this month to an altercation at a Dallas bar, is entering the second season of a four-year, $24.9 million contract with the Cowboys. If the NFL opts to suspend Elliott for either incident, he will have to pay back the franchise roughly $240,000 in signing bonus money per game missed, ESPN Opens a New Window. reported".

that's creative but think it's a kin to two wrongs trying to make a right. And not sure the logic on why a divisional rival should further benefit.

I'd prefer the suspended player's missed-game pay checks be applied to buying hot dogs and beers for the fans that attend the game(s) in question.
